§ 11.02. Rates and Finances.

The council may set just and reasonable fees for municipal utilities and services. The council should try to make each municipal utility and service financially self-sustaining. The council must hold a public hearing complying with section 11.06 before setting utility fees. The council may adopt regulations governing utility services and establish penalties for violations.
