§ 2.04. Wards.

  • The city is divided into four wards corresponding generally to the four geographic quadrants of the city:
    (a) Ward 1 - Southeast quadrant
    (b) Ward 2 - Northeast quadrant
    (c) Ward 3 - Northwest quadrant
    (d) Ward 4 - Southwest quadrant
    The boundaries of the wards are established by ordinance. A ward is composed of compact and contiguous territory. The population of the wards must be as equal as practical; the equal number is determined by dividing the city population by the number of wards. The difference between the ward with the lowest population and the ward with the highest population can be no greater than ten percent of the equal number. If a federal census shows that a ward no longer meets this requirement, the council must change the ward boundaries to achieve compliance within the time period required by state law. If a ward boundary change places a ward council member's residence in a different ward, the council member will continue in office until the next general municipal election, at which time the office must be filled for the remainder of that term.
